angular constraints in Assembly

Does anyone know how to set an angular constraint between 2 planer surfaces in assembly? Sometimes when I pick the two surfaces, it pops up as an angular constraint. Other times, it snaps the two surfaces to mate, and won't give the option to set an angle between them.

From what I can tell, there doesn't seem to be a way to force it to be one or the other.

Is anyone familiar with how to do this?

Suppose you want surface A to be angled to surface B. First constrain some
other surface such that A is perpendicular to B (such as by aligning some
datum planes). Then add a constraint for A to be mated or to B. You'll get
an invalid constraints message & should then be able to set the angle
between A & B, and delete the previous constraint.

I will usually setup datum axis and planes to facilitate the addition of an angular constraint. Once you have an axis aligned, pro-e assumes you need an angular constraint if it is not coincident.
