If you have created a Leader Note Annotation, select it and choose Preferences on the left side of the ribbon, switch to the Surface Sets tab, and select the part body or the entire part.
 
If you have created a Leader Note in the Annotation Feature, expand the Surfaces group and select the part body or the entire part.
