Attaching custom symbol to dimension

Hi I need an example code for attaching custom symbol/Annotation Balloon to dimension(Prefix/Suffix) based on the dimension displayed in the drawing .

Hi,

Yes I am developing an application where in I click a button in creo it should create Symbol (Balloon) and attach that to all the dimensions with Note text in it. Like : A Circle symbol with 1,2,3 added.

I dont want to use PRO/Tool Kit . I want to use Creo Object Tool Kit for building this application.
