Bubble Number constraints - how to disable?

Hi,

 

A new thing I seem to be running into:  Bubble Numbers now have constraints.  (When you drag them about, they now 'snap' to perpendicular, coincident, parallel, etc,,, and then have a constraint tag on them..

 

How to turn them off?  and hopefully globally, not just individually..

 

(Remember, I jumped from Creo 3 to Creo 9..)

Temporary disable:

As of 7 sensitivity can be controlled with annotation_snap_to_guide_range (off, 1, 2, 3, 4, 5)
