Cannot import Creo sheets in Creo drawing

We just recently switch from Creo 9 (because of end of life) to Creo 12 and are having major problems when importing sheets from other Creo drawings into a new Creo drawing.  Continue to get random errors, but the most common error is "Unable to merge. Target drawing contains incompatible elements. Please contact Technical Support."

 

Never had any problems with Creo 9.  I can open a Creo 9 drawing in Creo 9 and import sheets without any issue.  Open the same drawing in Creo 12 and try to imports sheets and after 2 or 3 sheets it starts throwing error messages and will not import any more sheets.

 

Anyone else have this issue?

 

Contacted PTC support over a month ago and still no answer.

Have you tried to open the sheets to be merged in Creo 12 and then save them before you do the import into another Creo 12 drawing?

Yes,  have saved out sheets from Creo 9 and tried to import into 12, and have saved out from Creo 12 and tried to import into 12; same results.

We similarly updated from 9 to 12 and have run into this exact issue. A set of 4 drawings were created around the same time under Creo 9 and one of them refuses to merge and shows the same error you listed above.

This error message is captured in CS462461 and a few cases have reported this to Technical Support as recommended by the error message.  A fix has been implemented in Creo Parametric 12.4.5.0 that should allow the importing of the drawings into other.  
It appears that a cause may be related to mismatch of information within drawings but this is an assumption based on drawings that already presented with the issue.  More information could be provided if the exact steps which introduced this mismatch of information into the drawing just prior to the error message when importing sheets from other drawings.

If this is still reproducible after Creo 12.4.5.0 or 13.4.1.0, it would be recommended to report a new Technical Support case with the affected dataset and steps used.

Thanks - we are eagerly awaiting the release of 12.4.5.0 to see if this resolves this issue. 

At the current moment it appears to be a single drawing we have identified so far that can not be merged - either to another drawing or have other drawings merged into it.

It is not a common operation in our workflow so it is not clear how many other drawings may be affected.
