You would assemble the parts with Mechanism connections instead of fixed assembly constraints. Use a Pin connection for the rotating carousel and Slider connections for the vertical motion. Then, in Mechanism Design, add servo motors to drive the rotation and the up/down movement. If you want a realistic carousel mechanism, use a cam-follower connection so the vertical motion is caused by the rotation.
