Copy geometry - local referencing option?

In part modeling, can someone explain what is the point of the copy geometry function, set for local referencing type:

A real-life example would be great.  I find that help provided in this article is not particularly useful.

Seems to me that if there was a way to transform the copy by specifying coordinate systems, then this would be more useful.  Right now though, it is just annoying that this option is pre-selected many times I initiate the copy geom command - I wonder if there is way to prevent it from being available?
