Don't have Creo 9, however in Creo Plus (Creo 12) it is a simple as select Geometric Tolerance button and select an entity to attach it to.  You can also change the attachment using Change Placement.

Hi, yes I know this way but we need the geometric tolerance on the dimension. I can not move the geom.tol. if I placed it on a housing edge.

I can place a GTOL on a dimension by selecting the dimension in Creo 7 and CreoPlus (12).  I can also move afterward by using Change Reference/Change Placement (name changed somewhere between 7 & 12) and selecting a new entity.
