Creo Piping - Piping Extend "To" options for "To Plane/Point" and "Parallel to Axis/Edge/Pipe Segment" in drop-down list are grayed out

When routing piping (specifically extending piping), it appears that the "To Plane/Point" and "Parallel to Axis/Edge/Pipe Segment" options in the drop-down list are grayed out, as shown below:

This also appears to have been a previously noted issue (as shown in this Article - CS96331) that has yet to be resolved. Is the cause of this issue yet known?
