Custom Modelcheck Checks

I remember not long ago there was the ability to write custom checks usings Toolkit.  I've looked recently and can find no reference to this capability anywhere.  At one point I can remember documentation with examples and configurations but alas I can't remember where I found it.  Any direction on this issue would be appreciated.
