Drawing formats disappearing

I can generate a drawing with formats but when I close and reopen the drawing the format is missing.
I am new to the software but I believe my working directory is all set up correctly.

1.] Creo looks for .frm files in current directory

2.] Creo looks for .frm files in directory  specified in config.pro option PRO_FORMAT_DIR

I guess you need to set config.pro option PRO_FORMAT_DIR  properly.
