Extruding Forces Removal of Material - grayed out button

Why does this happen so often?

When extruding a sketch, feature is forcing me to remove material even though I want to add material. The "Remove material" button is grayed out and I can't unselect it. Usually there's a small issue with the sketch that I need to fix, but not this time. I see no issues now.

How can I get it to unselect "Remove material"?

First guess is this is an assembly. Assembly cuts only allow material removal.

The half-cropped Manikin and Framework tabs in the Ribbon confirm this is in assembly mode so your assumption of assembly is correct.  It is not possible to add solid geometry with assembly level features, like extrude.

Creo is not able to add or move material in assembly mode. I looked at a assembly that was swedged early on and ended up making a family table for pre and post part. There are other way to accomplish this also.
