GEO TOL will not attach tangent to leader

I am using Creo Parametric Release 10.0 and Datecode10.0.7.0 geometric tolerance jumps off of the witness line when I try to move it. When I create a new geometric tolerance it will not allow placement on tangent to horizontal.

If this happens in the drawing, check your 3D model. It's highly possible that you show the gtol in 3D and already make it tangential to the dimension. Move it away (not tangential), then go back to the drawing. It should be ok from my experience.
