Hole note leader changes when applying a GTOL

We are on CREO 4, M080.  On a drawing, we show a hole feature annotation note and the leader is as expected, off the front line of text.   Then we attach a GTOL to the note, and the leader changes to underneath the last line and places the GTOL all the way at the end of the leader.  What is/are the option/s that are controlling this?  I have never seen this behavior before.

And yes, this is just a simple example, we know the GTOL isn't correct.

What we want is this:

The above was created by creating an unattached GTOL, and then use the & id code in the hole note.

This is just a work around, there has to be a better solution.  One that doesn't make the use go thru extra steps.
