How to fix ordinate baseline missing reference

Hello everyone!
I have a drawing missed the reference of ordinate baseline dimension, how to fix the missing reference?
If delete the dimension, all the related dimension will be also deleted.
The "Edit Attach" function for the baseline dimension is not available.
How to solve this problem?
