Is it possible to chamfer all edges on a surface?

I don't know of a way to intent select multiple independent hole edges.

Using a standard hole will allow you to make the holes with a countersink (chamfer).

If you can use a standard hole to include the chamfer, then that is probably the path of least resistance as @kdirth proposed.

It is possible to build a search query that will select all edges of all holes in a model. This selection set can be used as input to a chamfer feature which would add a chamfer to all hole edges in the selection set. This will create chamfers on all hole edges so if they are through holes then that may not work for you. If you truly want to chamfer all edges, then such a search query will make quick work of the selection of all edges for a chamfer creation.

It might be possible to build a nested query that could select only the edges of a hole that lie on the placement plane as an example. If this is possible, it would support placing the chamfer only on the proximal or distal ends of the holes.

The 4 chamfers below were added to the model without any manual selection of hole edges, the query collects all hole edges in the model when invoked.
