Is there a way to show the Resolve Sketch box outside the context of an over constrained sketch?

Is it possible to show the list of constraints within a sketch. The list only opens when the sketch is over constrained, but I want to find out how to open it else-wise. For reference I have included an image of the box we want to figure out how to open.

Hi Dustin,

The only way I have seen the Resolve Sketch window appear is if I have over constrained or over dimensioned my sketch.
