Note color in pvz export

I have many users that use the Dark theme in Creo parametric 9. The note color is yellow for that theme. When exporting to a PVZ the text color is also yellow. How can I change that so they can keep the dark theme and export the note text to black or whatever preferred color?

I tried changing the the system_colors_file to C:\Program Files\PTC\Creo 9.0.3.0\Common Files\text\system_colors\light.scl but that did not resolve the issue.
