Problem in the propagation of dimensions and tolerances among parts

Hi guys! We need solve this problem to show and change value from dimensions and tolerances in drawing (using skeleton in top down design). When we try change drawing show the message "Read-only value can not be modified".
Nominal Value is gray out.
