PVZ Export Cannot find recipe

I'm using Creo Parametric 11.0.4.0. When I do File > Save As > Save a Copy and pick Creo View (*.pvz), the export fails and the message bar says "Creo View recipe file(proepview.pvr) can not be found." Here's what I've tried so far.
In the Options dialog I left the three recipe fields blank and I saved the profile to confirm they really were empty.
I looked in the config.pro and config.sup in Common Files and didn't see anything about recipes or Creo View. I also couldn't find intf_pv_recipe_dir or intf_out_pvs_recipe_file in the Configuration Editor, even though older posts mention them. When I searched my install, I found proepview.pvr in Common Files\applications\cvadapters\prodview\recipe, and export_pvs.rcp in Common Files\text\prodview. An older post here said they should be in the same folder, so I copied proepview.pvr into text\prodview. I also pointed export_profiles_creoview at that folder, restarted Creo, and tried again, but I still get the same error.

Does anyone know where Creo 11 expects to find proepview.pvr, or whether there's a setting or install step I've missed? Any help would be really appreciated.

If you believe your problem might be solved by setting the two two config options mentioned,

intf_pv_recipe_dir

intf_out_pvs_recipe_file

You won’t see those in the Configuration Editor because they are hidden options. To set them you have to edit your config.pro file with a text editor and add the two parameters yourself.

Hopefully that’s all you need to do.
