Set Representation to User-Defined?

In a CREO 2.0 assembly model...

I wanted to try to use Set Representation To...  User Defined.

But it tells me "No common user-defined states found for current selection(s).

I have created Simplified Reps... but that doesn't seem to be what it's looking for. 

How do I Set Rep to User Defined?

I get this message if I select (highlight) two or more assemblies in the model tree.  When selecting two assembly and using this functionality, the simplified reps have to have the exact same names.  If you select one assembly in the model tree and select user defined, you should see the list of available reps.
