UDF placement UI not working correctly

Creo 7.09 Win 11 Pro

When placing UDF features the placement UI window is not accessible after selecting the first placement reference. When operating correctly, the user should be able to switch focus between the target model window and the UDF placement window to map references. I am able to place a UDF successfully but not with the benefit of using the UDF placement UI window.

The same issue occurs when using copy paste special of features between models. The placement window is not accessible after mapping a reference.

Has anyone else see this happen?
