Simulation Checkpoints: Accepting looser residual norm tolerance....

While iterating a load step the checkpoints window will note convergence has occurred through the message

"Accepting looser residual norm tolerance because both contact area and force have converged".  But, the program will continue to iterate for the same load step.  This seems in contradiction to the message about convergence.  What is going on here?
