For any of you who are interested. MIL-PRF-28001C has been inactivated for new design as of 22 Apr 2010.
28000, 28002 and 28003 have also been inactivated.
It is still the source for the FOSI tagging, but can no longer be used on any government contracts. Existing contracts are not affected.
