Arbortext and reusing data from a reference document, need help

We have Arbortext Editor 6, DITA, SMA

Windchill 10

New users

How would we set up a reference type of document that is mostly tabular data, our "specification" document.

Then, Include elements of data from the specification document in other "task" type of documents, i.e. test procedures?

What type of include or referencing would we use?

Conref does not seem to like the different element types.
