Arbortext PE Interactive screen in Version 6.0 M140

I am getting the following when trying to update the license in Arbortext PE Interactive screen: (-96) license server machine is down or not responding

PE should be a fixed license (aka node locked license), and not be on a license server.

Your PTC_D_LICENSE_FILE environment variable should be pointing to the license on the PE server.

When we purchased the PE the supplier got us a Subscription license which expires in a year. Is that type of license for a license server or can it be a fixed license also?

If not how do I go about getting it fixed?
