Creating a Master DITA Glossary

Please would you kindly assist.

Client would like to:

- build a master DITA glossary with a handful of entries

- whenever he authors a new topic and uses a certain term for more than 3 times, that term should be flagged as a glossary entry in the current topic and then fetched from the master glossary and inserted into the map during assembly/publishing.

Is this possible? Any ideas would be greatly appreciated.
