EXTERNAL: SGML DTD to XML DTD

Oops, I meant SGML to XML not vice versa. The idea should work either way, if it works.

    Instead of compiling as SGML, if an existing SGML document instance had an XML doctype declaration, the resulting error messages might still be useful.

    Never mind. I am full of it. This method would only work if both DTD's already exist and you want to fix the document instance. Duhhhhh.
