i get an error when changing preferences "permissions denied arbortext.wcf"

using arbortext editor 5.4 when setting preferences i get the error message "couldn't open C:\users\user\arbortext.wcf for write: permission denied

This is the error message I receive when trying to edit preferences.

This seems like a permissions problem on the C drive. do you have permission to write to tracys directory.
