My PTC Arbortext Editor 7.0 CD includes the Publishing Engine 7.0

My question is:

Can the publishing engine be installed on each licensed computer locally, or does it have to be on a local server? If not a local server, how do I set up a network server for the publishing engine? Who would I have to contact to set up a network server? PTC technical support perhaps?
