Source Edits to Chunked HTML Table of Contents

I used the Table of Contents objects to build a Table of Contents for HTML Help.

However, I can't seem to customize or format the Table of Contents object.  When I select the Add... button in the Customize Table of Contents window, there's even a note that changes will not effect my Table of Contents.

So how can I customize my Table of Contents object for HTML Help?  I cannot use a basic formal block/title object model to create my Table of Contents.

To start, I have to combine two elements to create a work package title - hardware name and maintenance action (like combining "Rear Wheel" with "Remove").
