To set default value of translate attribute to yes in Arbortext dtd

How to set default value of translate attribute as yes in arbortext 6.1 so, whenever i insert 'p' tag or any other tag translate attribute is set to yes automatically. Which xsd file or any other file i have to modify to achieve the same

please explain in detail on how to do it
