Guard condition related issue, while moving from one state transition to another

I have applied below Guard condition between the state transition "Accepted" to "Implement" for the reference field "Impacted Requirements and Test Cases".

1. The above guard condition is working in such a way that, transition is happening at least one item is in Approved status.

2. Requirement is, transition should happen only if all the linked items to the field "Impacted Requirements and Test Cases" in Approved status.

Does it possible to apply guard condition as per the Requirement? If so please guide us to apply guard condition as per the requirement.
