Permissions to run a test case into test run tracker

I’m having issues with the permissions required to run a test case. I tried different configurations but for now only admin can run a test case. When the run is initiated, then a tester can finish the test run. Regular uses don’t have the menu to run a test case into the test run tracker.

Is there something specific in the permissions that need to be enabled?
