Test Steps Permissions not editable on "Test Case" trackers

Hello,

 

Like in title, in cB 2.1.0.3 we have encountered a problem with Test Steps table - it is not possible to edit permissions on this table. All options are greyed out like on screenshot:

Has anyone encountered such a problem and have a solution for that?
