Codebeamer currently does not import actual attachment content from a ReqIFz package. When a ReqIFz exported from Jira contains attachments, Codebeamer will only display the attachment name, but the file itself is not imported. This is a known product limitation, not an issue with your file.
If you need the real attachment to appear in the Tracker Item, there are only two options today:
Upload the attachments manually After the ReqIF import.
Automate with the REST API: some teams run a small script that reads attachments from the ReqIFz ZIP and uploads them to the corresponding items.
There is no automatic attachment extraction during ReqIFz import in the current Codebeamer version.
