9.1 weird scroll bar problem

I'm testing out an upgraded 9.1, and I'm having a problem with the scroll bars.

I can't use the scroll wheel, I can't get the bar to move by clicking in the white space above and below the bar, and clicking on the arrows on either end of the bar don't move it.

I have no problems with 9.0-m080

Any ideas what could cause this?

    Thanks to Jeff S. from Diebold for an awesome solution to this problem.
    Please see the excellent details below for the solution that worked.
    If the scroll bar in PDMLink does not scroll perform the following steps
    to enable scrolling.



    1. Right click on the desktop background and select Properties.




    2. Select the Appearance tab then select the Advanced tab.





    3. From the Item pull down menu select Scrollbar.




    4. Set the Size to a value of 17 and then select the OK button.





    5. Select OK to finish.

    Make sure you go to Productview Options and change the Global Navigation
    setting to Pro/Engineer shown below.
