Can I save file in Creo 3.0 to the version Creo 2.0?

Not a direct option, GCRI can be used for the same.

GCRI > GRANITE-Based Cross-Release Interoperability

Creo files are not backward compatible, files created in higher versions cannot save to open in older versions.

As in earlier post, there is a DLL which can use to open higher version file in lower version. File open in lower version will hold all features, however features from higher cannot modify. New features can create in lower version.
