Constraint difficulties

I am having a difficult time constraining my parts so that they move correctly later. Simply put, I have a mass with two wheels, one of which is driven, that needs to run along a rail. If I fix the mass first, the rail moves, and if I fix the rail first, I cannot constrain the mass and wheels. Any advice? Thanks, Kyle
