Creo performance issue

One of my Creo users just started seeing a weird performance issue. After every command he does Creo stalls for a couple of seconds. By stalls I mean it does the command and then acts like its locked up for a couple of seconds. All other users are running just fine. Has anyone experienced this before?

We all have the same computer. Here is a screen shot of the basic specs of the computer.
