Is it possible to make a cut out with an offset?

What we want to do is make holes in a plate so we can use them to position an other plate where we have some pins on

    There might be an easier or quicker way, but what I have done before was make a copy of the cut out part (pin) and modify it per the offset size and then assemble it in the same location as the original pin using their same C/S and then use that copied part for the cut out.
