How do you set the default text size to be .19 at all times?

    you have to set it in the drawing setup file usually.

    Your config.pro should have pro_dtl_setup_dir and enter a location as your value like $PROSTDS\dtl it should also have a drawing_setup_file like $PROSTDS\dtl\config.dtl, make sure that you change the drawing_text_height in your config.dtl
