FTC -- attaching tank treads to gears

Hi All,

I'm in Creo Parametric (not yet 3.0, or 3.whatever; I haven't yet updated) and I want to wrap those little black tank-tread pieces (22 of them, I think) around one of those white thick plastic gears (I don't know the proper name or model number [I renamed it]; it's the sort of counterpart of the tank pulleys. I have no idea how to constrain these for Creo. Has anybody done this before? Would anybody know how?
