ProductView Express - Is it really a browser plug-in?

The download page says the free ProductView Express is a Browser Plug-in, but after installing it it seems to be a limited client. I looked in Internet Explorers "Add-On" section and I see other plug-ins (like Google tool bar) but nothing for ProductView. Due to software regulations in my office, I'd prefer this to be a browser plug-in. Is anyone using this as a browser plug-in?
