In our titleblock we have the parameter '&scale'. Now the scale comes decimal but is there a way to place it fractional?

there is detail option named view_scale_format. See http://help.ptc.com/creo_hc/creo30_pma_hc/usascii/index.html#page/pma/detail/detail_options.html
Available values:
- decimal
- fractional
- ratio_colon
- ratio_colon_normalized
