Make sure the "NO-ACCESS" role on the folder actions tab does not have the
"view-object" box checked. Make sure this role as assigned to the folder,
not the release levels. He will still see the folders, but won't be able to
see the objects in the folders.

This is exactly what was needed to do! Thanks to all who applied!

    Try this, the folders he shouldn't see, don't add his group
