SUMMARY: Valid constraints only allow Partially constrained...
First of all, I'll admit that my ability to look stuff up on PTC's website
sucks. I never seem to look for the right thing, and the results that it
returns are useless. I also missed an exploder message just days before
mine about the same thing. My bad.
However, I received several messages back on this, and most of them pointed
to this TAN (and most people have seen the problem):
