We are looking to better understand why engineers decide not to attend a local user group meeting?

The ability to get time off from work to attend a users group meeting. Another software users group meeting was in the evening. If the person considered the information of value, they were willing to use their own time to attend the meeting without having to ask for time away from the office. Currently where I am at, they have been open to attending such meetings, but this could be a deciding factor.
