Answer:  Yes, it is available for Creo 8.

Question from Charles:  What happens with these "partners" go out of business or decide not to support Creo or even decide not to continue to update to the latest Creo version?

Answer:  The end result of the work here is just a Creo assembly as if you built it manually.  Smart Assembly only works with Creo.  It should work with your current release of Creo indefinitely.
