Answer:  Windchill attributes can be displayed in Creo View also, when connected.

Answer:  Yes, an additional license is required.

Question from Robert:  Are changes to the Creo View file saved back in to Windchill?  Is a check-out/check-in needed?

Answer:  Annotations can be saved to Windchill.  All changes to the geometry are made in the CAD system and update the Creo View file that is stored in Windchill.
